For education records API in Mexico, only tertiary education (licenciaturas and above registered with SEP for cédula purposes) is API-accessible. Primary/secondary records are not centralized and have no API coverage.

I want to understand the full scope of an education records API in the Mexico context. Not just professional licenses but the full academic history — primary, secondary, bachillerato, university, postgrad. Is any of this accessible via API?
My use case is building a comprehensive CV verification tool that confirms all education listed by a candidate is real and properly registered.
