quick question — does a graduate verification API in Mexico confirm degree completion, or just that a cédula was issued? i'm trying to understand if someone could have a partial degree registration that looks like a completed degree in SEP's system.
the distinction matters for our hiring platform — we want to verify real graduates, not people who have a partial SEP record for whatever reason.
